[Bug] Safety classifier incorrectly blocking access to local transcript files

Bug Description
I'm trying to ask claude to copy its local transcript (the .json transcript files). The safety classifier keeps rejecting anything involving the local transcript. But that makes no sense, because the transcript is local to my machine -- claude should be able to interact with it!
