[Bug] False positive [cyber] flagging for defensive Git command guards in user repositories

Bug Description
Claude Code repeatedly flagged this session as [cyber] while I was maintaining a defensive command guard in my own repository. The task is to fix false positives and confirmed review findings, add regression tests, and run verification and CI. The guard restricts Git commands executed by a coding agent.
