Re-filing #97178, closed for missing reproduction steps.
Environment
- Claude Code: 2.1.280
- Model: claude-opus-5-5[1m]
- OS: macOS 26.6.2
- Instructions loaded: project CLAUDE.md plus auto-memory MEMORY.md (both present in context at session start)
Steps to reproduce
- Put in CLAUDE.md: "Zero autonomy: do exactly what is ordered, nothing more. Reviews are code-only; do not run tests or measure."
- Ask the model to review a pull request.
Actual
Without being asked, the model starts a local server, runs test suites, or measures behaviour to support its verdict. The user has to stop it.
Expected
The model stays within the ordered scope and asks before running anything the instructions exclude.
