[Bug] Auto-mode classifier permanently blocks git push; chat approval cannot clear it

Bug Description
I will still not retry the push. The block applies to this action in any later turn as well, and approval given in chat is not one of the things that clears it. The block does not depend on whether a retry would succeed. If I retried, I would be testing whether the classifier is still enforcing its block.
