Bug Description
Safety classifier repeatedly blocks a defensive security audit of our own codebase.

Context: I'm the head of IT at the organization that owns this repository (a state
judicial system, PHP). I installed the Cloudflare security-audit skill and asked
Claude Code for a full audit of my own repo in a local git worktree, to later
corroborate results only locally (my own Docker container + development DB).

What happened:

  • A read-only reconnaissance subagent was terminated twice with

"Opus 5.5's safeguards flagged this session ... Details: [cyber]".

  • The main agent's response was then stopped by the safety classifier while

writing the architecture summary, and stopped again when I asked to
corroborate findings locally.

  • The audit never got past phase 1 (source-only mapping).

Expected: an authorized, defensive, source-first audit of my own code (no live
targets, no production, sandboxed local validation only) should be able to run.
