Composer prompt suggestions (ghost text, Tab to accept) stopped appearing in the desktop app while the setting stays On

What happened

Until 2026-10-01, the desktop app showed a suggested next prompt as grey ghost text in the composer after each reply, and Tab accepted it. Since 2026-10-02 it no longer appears.

What I checked

• The "Prompt suggestions" setting is still On.
• Toggling it Off and back On does not restore the ghost text.
• Neither the user-level settings file nor the project-level settings file contains any entry that disables it.
• Restarting the desktop app does not restore it.
• Turning Remote Control off for the session does not restore it.
• Restarting the app with Remote Control off does not restore it either.

Environment

• OS: Windows 11 Pro 10.0.26300
• Desktop app version: 2.19675.0
• Output style: default
• The affected session was created on 2026-09-21 and has stayed open since, with automatic context compaction in between.

Question

Issue #86382 describes the same symptom and attributes it to a remote feature gate that resolves to false per account, with no local override. Is this the same cause here? If so, is there any way for a user to see the gate state, rather than the feature silently disappearing?
