Bug Description
Evidence: Windows 11, Claude Code CLI. Bash-tool heredoc failures "unexpected EOF while looking for matching `''", 10 KB python heredoc, recovery needed sed to restore CRLF. The PowerShell tool and the Write tool handle the same payloads.
