Bug Description
Auto mode classifier blocks routine Spec Kit edits to .specify/memory/constitution.md▎

In auto mode, an edit to .specify/memory/constitution.md was denied with the reason "[Modify Shared Resources]". The user had just asked Claude to "address all findings" from /speckit-analyze, and one finding needed a constitution amendment.

In Spec-Driven Development (GitHub Spec Kit), the constitution is a normal project artifact. It's created and amended by /speckit-constitution and changed whenever the analysis flags a conflict. In this repo, Claude has made every edit to it so far. The file is version-controlled, the edit was on a feature branch, and the change goes through PR review, so it's easy to reverse.

Expected: treat edits to a repo-local, version-controlled spec file during an SDD workflow like any other project file edit, especially when the user's request clearly covers it.

Actual: the edit was blocked. The user had to give explicit approval in a later turn, and the only alternative offered was a manual permission rule.

Impact: SDD workflows regularly edit .specify/ files, so blocks like this stall them and push permission management onto the user.
