[BUG] Usage limit decrease without Anthropic telling developers

What's Wrong?

In September, Anthropic DRASTICALLY decreased weekly usage limits without telling developers.

What Should Happen?

Anthropic should be transparent and open about usage limits, especially when lowering them.
