[Bug] Anthropic API Error: Request blocked by safety guidelines for legitimate antivirus development

Bug Description
I'm developing a mini antivirus for my machine, that detects when some files are being accessed and then the software blocks the access. The main program was written, but Opus 5.5 safeguards are blocking when I try to create the app that stays in the systray (just the UI). It even blocked completely after I asked Opus what was its plan for development.

The project started because I wanted to block access to files that could contain prompt injection, like llms.txt and others. Other important files were going to be protected too. I understand that my use case is valid and does not break any rules and that this block is a false positive.
