[Bug] Safety classifier blocks defensive remediation artifacts after security audit
Bug Description
Title: Safety classifier stops defensive security-audit follow-up (chain map, bug tickets)
After a read-only security audit of our own internal codebase in Claude Code, two follow-up outputs were stopped mid-generation by the safety classifier: (1) a local interactive HTML page showing how the audit findings chain together, and (2) Jira bug-ticket drafts for 13 confirmed findings, based on our team's bug template (summary, repro steps, expected/actual, affected files, acceptance criteria), to be created in our own Jira project and assigned to me. Both are remediation artefacts for our own code. The audit reports themselves were generated without issues.
Question: Why is creating bug tickets or a chain overview for vulnerabilities in our own code treated as a security problem? Which aspect triggered the stop (e.g. step-by-step reproduction for unpatched issues)? What format for remediation tickets is acceptable, so we can file tickets for our own findings?
Context: 2026-09-29, Claude Code session, stops occurred while writing generator scripts in the session scratchpad.
