[Bug] Remote Control bridge/sdk-cli sessions missing Artifact tools

Bug Description
▎ Remote Control (bridge/sdk-cli) sessions don't get the Artifact tools (missing capability; area: remote-control / Artifact tool) ▎ ▎ - What happened: A session spawned by claude remote-control edited a published artifact's local HTML but couldn't republish it: "This session has no tool for updating the shared brief". An interactive CLI session on the same machine published it without trouble. Expected the same Artifact tools in both. ▎ - What the user said: "why can you update it and not the other session? reach out to the other session to diagnose" ▎ - Repro: Run claude remote-control --permission-mode bypassPermissions --chrome under launchd. Start a session from the phone, then run ToolSearch "select:Artifact,ArtifactComments,ArtifactData". ▎ - Evidence: In the rc child, ToolSearch returns no match for any Artifact* tool, and none appear in the deferred list. Child env: CLAUDE_CODE_ENTRYPOINT=sdk-cli, CLAUDE_CODE_ENVIRONMENT_KIND=bridge, CLAUDE_CODE_SESSION_ATTENDED=0; binary v2.1.282. Local transcripts from 9/28/26 show 35 Artifact calls, all from cli sessions (v2.1.280–284) and none from the 14 sdk-cli sessions. rc children also get the cloud-container append-system-prompt although they run locally.
