[Bug] Agent ignores remote execution request and runs locally instead

Bug Description
Agent was asked to run content in the cloud due to slow in-flight wifi connection. Said it was doing so - asked about progress updates twice, it stated the need to provide 30m to remote agent to give time for building etc. In the end, the process was running locally the whole time and re-cloning multiple repos to the tune of 1GB. NOT remote, NOT in line with reason for ask, and directly counterproductive in time and data.
