[BUG] /feedback reports "not logged in" while the session is authenticated (credentials moved to ~/.config/anthropic, Linux, 2.1.283)

What's Wrong?

Chatting with the model works normally, also after restarting Claude Code. Running /feedback, however, fails with "not logged in".

~/.claude/.credentials.json contains only {}. Its modification time is a few minutes after 2.1.283 was installed (previous version: 2.1.201). The credentials are now in ~/.config/anthropic/credentials/default.json (plus ~/.config/anthropic/configs/default.json and ~/.config/anthropic/active_config), created at the same minute the old file was emptied (created_by: claude-code, scope user:inference user:profile).

It looks like the new version migrated the login to ~/.config/anthropic, but /feedback still expects it in ~/.claude/.credentials.json.

Additionally, a feedback draft that had been queued locally was gone after restarting Claude Code (~/.claude/feedback/drafts is empty).

What Should Happen?

/feedback uses the same credential store as the rest of Claude Code and can submit feedback whenever normal model requests work. Locally queued feedback drafts survive a restart until they are sent or discarded.

Steps to Reproduce

1. Linux, native installer, existing Claude account login in an older version (2.1.201).
2. Update to 2.1.283 and start claude. Credentials end up in ~/.config/anthropic, ~/.claude/.credentials.json becomes {}.
3. Chatting works normally.
4. Run /feedback -> "not logged in".

Additional Information

Possibly related (both closed): #44585 and #83639 (auth state reverting to "Not logged in"). This report is specific to /feedback failing while normal model requests keep working, after the credential store moved to ~/.config/anthropic. It is not the ant CLI case from #60901: ant is not installed and the credentials were created by Claude Code itself.
