[BUG] Background agents killed by the usage limit are reported as failed even when their report was already delivered

When the session usage limit was hit, several background agents got a failed task notification (rate_limit, HTTP 429). Some of them had already delivered a complete hand-back report before that notification; others had only written partial output files. The notification gives no indication of which, so the parent has to inspect files to tell complete work from partial work.
Expected: the failure notification states whether a final report was delivered and what was completed.
