[Feature Request] Add decision log documentation for architectural choices and rejected features

Bug Description
I want to create documentation to document all decisions so that the team can move forward without re-implementing the same mistakes I mde. For example, I wanted to explore a tool called marmotdata. Mid implementation I decided to not implement this feature because are not a data engineer, we are developper trying to build a custom RAG to help us quickly fix bugs and implement features. It was flagged as a tentaive to extract reasoning (meaning distillation probably).
