[Bug] Safety System blocks local testing of own application on development machine

Bug Description
- safety system did not allow claude to test my own app on this very PC, that I am working on right now. Calude 'says' it will not do it becasue this is attack and safety system does not allow it to do it. In reality this is ZAP testing the app on the very same laptop, local.
