VS Code extension throttled with "Headroom" budget error while desktop app works fine

The Claude Code VS Code extension is returning a server-side throttling error on every request, while the desktop app (same account, Claude.ai login, not an API key) works normally at the same time.

API Error: Server is temporarily limiting requests (not your usage limit) · {"detail":"Budget exceeded for daily period ($0.0000 of $5.0121 booked from Headroom token estimates, not provider-reported usage)"}

Details:

• Auth: Claude.ai login (not an API key)
• Account usage limit (claude.ai/settings/usage) has room remaining — this is not a personal quota issue, matches the error's own "not your usage limit" note
• VS Code extension: consistently blocked, error persists across multiple retries over an extended period (not a one-off)
• Desktop app (Code tab), same account: working normally throughout
• No local config (.vscode/settings.json, global VS Code settings) references any budget/rate-limit setting
