[Bug] Subagent workflow management causes token waste and task assignment failures

Bug Description
agent was running ok at the beginning of the session but as soon as it started running sub agents it couldn't manager workflows properly and ignoring dos-agent assignments for tasks. started burning tokens like crazy. combined with the errors from yesterday agents have burned ~15% of weekly limit in wasted work. from cancelled/ erronious documentation/ coding and wasted subagent sessions.
