[Bug] Anthropic API Error: Opus 5.5 safety filter blocking CVP member after update to v2.1.280

Bug Description
I am getting blocked on API Error: Opus 5.5's safeguards flagged this message. Details [cyber]. However, I am in the Cyber Verification Program. I am using Opus for Bug bounty work on HackerOne and Intigriti. This issue only started happening after updating from Claude Code version 2.1.228 to 2.1.280.
