🐛 [Bug] Archived API key continued charging $20.86 after deletion — CSV proof attached (#29108, #53292)

What's Wrong?
This is a follow-up to #29108 and #53292, both auto-closed by bot before engineering review.
NEW EVIDENCE: Itemized usage CSV exported from the Console proves that $20.86 was consumed on 2026-02-26 under an API key that had already been deleted (status: archived) on 2026-02-25 ~23:58 BRT.
February 25, 2026 (session date — key deleted ~23:58 BRT): ~$18.46
February 26, 2026 (key already archived/deleted): ~$20.86
Consumption AFTER key deletion was HIGHER than during the active session. All 02-26 charges are recorded under apikey_01UvkNFfGkP4vw4bExWJ4k4z (status: archived).
This directly contradicts Anthropic support agent Rhea's finding that "last API activity was 2026-02-25 at 18:58 PST" with "no additional usage after that timestamp."
Anthropic support has confirmed they cannot process credit restoration through the support channel, leaving engineering review as the only path.
What Should Happen?
Archived/deleted API keys must immediately halt all server-side processes and charges. $36.37 in API credits should be restored to account jrbsolucoes@gmail.com.

- Close session and delete API key
- Export usage CSV from Console the following day
- Observed: charges continue under archived key status
