[Feature Request] Add persistent behavior learning for repeated user instructions and stop hook violations

Bug Description
claude-code is costing me a small fortune in stop hook violations it trips up every single response and never learns. There has to be a way that it learns the simple behaviors that I either keep repeating or the stop hook keeps catching. Things like; No made up words or language, any assumptions or guess must first be validated and verified, don't make excuses or blame, or just give me the response in short bullet points.
