[BUG] /goal + /btw bad interaction

What's Wrong?

I've used /goal and then asked /btw - agent complained:

The goal's stop hook fired in this side chat too, but I can't do the goal's work from here. This chat can only read files: it can't edit code, run tests or commit, and nothing I do here reaches the main session.

The main session is the one working on the goal: the hotkey rework, auto-train, shift-build, auto-build and the switchable control schemes. That's where it has to be finished and checked, so there's nothing more to do here. Ask me anything else about it in the meantime.

Same problem as before: the hook can't be satisfied from this side chat, because it can only read files and can't change code or run anything. The goal is being done in the main session, which carries on without this chat. You can close this chat, and I'll stop replying to the hook here.

Still stuck for the same reason. This side chat can only read files, so the building and testing the hook asks for can only happen in the main session. The hook checks this chat's transcript, which will never show that work, so it will keep failing here however often it fires.

What Should Happen?

/btw should not have goal hooks
