[FEATURE] Fleetview, control project/group sort order (alphabetical / pin to top)

Problem Statement

When in Claude Agent Fleetview screen, in project view, it is possible to reorder agents within a project, but it is not possible to reorder the projects themselves. This would be really useful.

Use the current shift+↑↓ to reorder command, but extend it to apply to projects.
