update-config skill generates Write() rules instead of Edit() rules

The update-config skill generates permission rules using Write() when it should use Edit() for file-editing operations.

When configuring allow rules for file paths (e.g. for handoff file locations), the skill generates rules like:

Write(~/Documents/Claude/handoffs/**)

But permission checks only validate against Edit() rules. This causes a mismatch and generates a warning:

Permission allow rule: Write(...) is not matched by file permission checks — only Edit(path) rules are.

The fix is for update-config to generate Edit() rules instead of Write() rules for file-editing operations.
