What's Wrong?

A plugin marketplace added at organisation level and marked required installs correctly in the Claude Code CLI, but is never resolved in remote/web sessions or on mobile. The skills it provides are silently absent — no error, no warning, and nothing in the session to indicate anything is missing.
Environment. Claude Code remote session (claude.ai/code), Linux container.
Evidence from inside the container:
• SKIP_PLUGIN_MARKETPLACE=true is set in the environment
• CLAUDE_CODE_SYNC_SKILLS=1 is set
• ~/.claude/plugins/synced/<bucket-id>/ exists and contains zero files
• ~/.claude/skills/synced/<bucket-id>/manifest.json lists 7 skills, every one "source": "anthropic" or "anthropic-example"
• No marketplace entry in launcher-settings.json; remote-settings.json is {}
• No system-wide managed-settings file present
Skill sync runs; plugin marketplace resolution is explicitly disabled. The plugins bucket is created and then never populated.
Plugins reach the CLI only. Web, remote and mobile sessions receive Anthropic's synced skills and nothing org-provided.
Organisations distributing engineering conventions as a plugin get them applied in the CLI and silently ignored everywhere else, including agent sessions started from a ticket. Neither the user nor the agent can detect the gap from inside the session. The failure is invisible rather than noisy, which is the worst property for a policy mechanism to have.
Resolve org marketplaces in these environments; or surface an explicit notice when a required marketplace cannot be resolved; or let org plugins' skills ride the skill-sync channel, which already works here.
Related. #39929 (API/CLI support for managing Organization Skills programmatically).

What Should Happen?

A marketplace marked required at org level reaches every surface — or the session states plainly that plugins are unavailable there.

Error Messages/Logs

Steps to Reproduce

  1. Create a plugin marketplace repository containing .claude-plugin/marketplace.json and a plugin with skills at plugins/<plugin>/skills/<skill>/SKILL.md.
  2. In the admin console, add that marketplace at organisation level and mark the plugin required.
  3. In the Claude Code CLI, run /plugin — the plugin shows as installed, and its skills are listed and trigger normally. ✅
  4. Start a session at claude.ai/code (or open Claude on mobile) against any repository in the same organisation.
  5. Ask the session which skills it has, or invoke one of the plugin's skills by name.
