[BUG] Desktop 1.49585.0 (Windows): prompt suggestions gone after update - spawned CLI launched without --prompt-suggestions (same signature as #90464)
Summary
Prompt suggestions (the suggested next prompt/command offered at the chat input in Claude Code sessions inside Claude Desktop) stopped appearing immediately after updating the Windows desktop app from 1.46388.4 to 1.49585.0. Nothing changed locally: no setting, no config key, no reinstall. The desktop-spawned CLI processes on this machine are launched without --prompt-suggestions, which is the same signature reported in #90464 (macOS, mid-August).
Environment
- Claude Desktop for Windows 1.49585.0 (Windows 10 Pro 19045)
- Previous build 1.46388.4; update staged 2026-09-09 04:51 (+10:00), first launch of 1.49585.0 2026-09-10 13:31 (+10:00)
- Bundled CLI used by the desktop app: 2.1.260 (
%APPDATA%\Claude\claude-code\2.1.260) - Standalone terminal CLI (separate lane, not the subject here): 2.1.227
Symptom
Suggestions were present before the update and have not appeared in any session since the restart that applied it.
Evidence
- Spawned CLI is missing the flag. Of the 5 live desktop-spawned CLI processes (
claude-code\2.1.260\claude.exe ... --output-format stream-json):
--replay-user-messagespresent in 5/5--include-partial-messagespresent in 5/5--prompt-suggestionspresent in 0/5
Per the analysis in #90464, these are set together at session creation, with promptSuggestions behind a host-side gate check, so a missing flag means that gate evaluates false on this install.
- No local cause. No
promptSuggestion*key anywhere in%APPDATA%\Claude\config.json, Local Storage, Session Storage or WebStorage; nothing suggestion-related in~/.claude/settings.jsonorsettings.local.json;CLAUDE_CODE_ENABLE_PROMPT_SUGGESTIONunset.
- Not shipped in the Electron shell. No suggestion-related strings in
resources/app.asarorresources/en-US.jsonin either 1.46388.4 or 1.49585.0, consistent with the feature being host-gated rather than bundled, so the version change alone does not explain it - but the changepoint here is exactly the update.
Ask
- Is the desktop gate off intentionally for 1.49585.x, or did it regress with this build?
- If it is intentional, please expose a user-facing setting. From the user side the feature simply vanished after an update, with no setting to check and no way to tell whether it is a bug or a removal.
