Skill export ZIP is incompatible with Teams skill upload

Description

When you export a skill from Claude Code (via the Skills UI), the resulting ZIP cannot be re-imported via the Claude Teams "Upload skill" UI. The upload fails with three errors:

  • "Zip must contain exactly one top-level folder. Currently there are 2."
  • "A skill cannot contain a plugin manifest (.claude-plugin/plugin.json). Remove it, or upload this content as a plugin instead."
  • "SKILL.md file must be in the top-level folder, not nested deeper. Currently at skills/utm/SKILL.md"

Root cause

Claude Code exports skills in its internal storage format (includes .claude-plugin/plugin.json and nests the SKILL.md under skills/<name>/). The Teams upload UI expects a simpler format: one top-level folder with SKILL.md directly inside it, no plugin manifest.

Expected behavior

The export should produce a ZIP that the Teams upload UI can consume directly, or the upload UI should document the required format and/or accept the export format.

Workaround

Manually create a ZIP with structure <skillname>/SKILL.md containing only the SKILL.md content.
