[Bug] Feedback submission incorrectly reduces prompt cache usage in active session

Bug Description
The Fable 5.1 agent was working overnight and finished, it was in the context of 500k. The cache was cold and in the morning I could see a couple of issues showed me to report to anthropic. It is automatically detected and Claude Code asked me to review and send feedback to Anthropic so they can review and fix the model or whatever.
The problem is that the cache was cold. When I sent that feedback it instantly reduced by 3% of the session, which is highly holding me back from sending this feedback again. This must be a bug. Yes it shouldn't affect the current context.
