[BUG] Claude in Chrome: navigate blocked for almost all domains in Desktop app (works fine in Cowork)

What's Wrong?

Claude in ChromeのnavigateツールでURLへ遷移しようとすると、https://example.com 以外の
ほぼ全てのドメインで「Navigation to this domain is not allowed」というエラーが返り、
遷移できない。Chrome拡張機能自体の「サイトへのアクセス」権限は「すべてのサイト」で
許可済みで、拡張機能側の設定には問題がない。

What Should Happen?

指定したURL(例: https://script.google.com, https://snkrdunk.com,
https://www.yahoo.co.jp)へ正常に遷移できるべき。

Steps to Reproduce

1. Claude Desktop上でClaude Codeセッションを開始する
2. mcp__claude-in-chrome__navigate ツールで https://script.google.com (または

https://example.com 以外の任意のドメイン) へnavigateする

1. 「Navigation to this domain is not allowed」というエラーが返る
2. Chrome拡張機能の設定画面で「サイトへのアクセス」が「すべてのサイト」に

なっていることを確認したが、症状は変わらない

1. 同じPC・同じChromeプロファイルで、Cowork環境から同じ操作を行うと成功する

(script.google.com、snkrdunk.com、yahoo.co.jp等、すべて成功。ログイン済みの
Googleアカウントとしてページも正常に表示される)

1. PCの再起動 → 症状変わらず
2. Claude Desktopアプリの完全終了・再起動 → 症状変わらず
3. Claude Desktopからサインアウト → 再サインイン → 症状変わらず

拡張機能自体やネットワーク環境ではなく、このDesktopアプリのセッション/プロセス
固有の問題に見える。Coworkでは再現しないため、切り分けの参考にしてほしい。
