Voice dictation should keep recording through permission-approval and diff-review confirmation dialogs

Feature description

When Claude is running a task and a confirmation dialog appears — a permission-approval prompt for a tool call, or a diff/file-write approval prompt — voice dictation recording gets stopped.

Problem

If the user is dictating their next message while Claude is still working in the background, and one of these confirmation dialogs pops up, the active recording is interrupted. The user often only notices after the fact, has to restart dictation, and repeat what they already said. This breaks the flow of dictating longer messages while Claude keeps working.

Proposed solution

Voice dictation recording should keep running continuously in the background regardless of any modal/dialog state requiring user confirmation (permission prompts, diff-review prompts, etc.), so dictation is never silently interrupted mid-sentence.

Context

  • Related but distinct: #86622 (recording stops on keystrokes, not on dialogs) and #38754 (asks for voice input to answer the approval prompt itself, not for the next-message recording to survive it)
  • Applies to any Claude Code client that combines a chat UI with dictation, since permission and diff-review prompts appear frequently during normal use and each one currently cuts the recording
