[Bug] Skill discovery fails for skills in user .claude directory on Windows

Bug Description
the C:\Users\mark\.claude\skills\grill-with-docs skill is in my .claude folder on my machine but this chat struggled to find it I had to explain. either something changed about the location of skills, symlink resolution on windows, or this harness cant index a skill folder
