Optimize Compact Operation Cost and Add User Control for Memory Management

Bug Description
The compact operation is really expensive (monetarily speaking) and offers little value over simply quiting and restarting claude. You should at least give the user a choice to compact or simply quit instead of doing it automatically, it's especially painful when the request is something small but triggers a full compact costing like $2 in API use to change a single line of code. An option to abort and restart would be very welcome.
