Install fails with AddPackage HRESULT 0x80073D28. Initially this was caused by an orphaned, DACL-locked CoworkVMService that returned "Access is denied" even under a fully elevated installer process. I resolved that specific issue by deleting the service's registry key directly via a SYSTEM-level process (psexec -s reg delete "HKLM\SYSTEM\CurrentControlSet\Services\CoworkVMService" /f), per the workaround documented in #78873.

After that fix and a reboot, the log confirms the orphaned service is gone (Conflicting service: false), but the install still fails with the identical HRESULT 0x80073D28. The installer is still using Installing via AddPackage (current-user) — a per-user, non-provisioned install path — for a package that contains a Windows service extension (cowork-svc.exe / CoworkVMService). Per Windows AppX deployment rules, current-user AddPackage cannot register a packaged service regardless of elevation, so this install path can never succeed for this package as currently built.

What Should Happen?

Claude Desktop should install successfully, either by using an all-users/provisioned install path when the package contains a service, or by falling back cleanly to a non-Cowork install.
