[Bug] Inconsistent CTRL-C behavior: sometimes interrupts session, sometimes clears input

Bug Description
I feel like the terminal claude code behaviour when hitting CTRL-C has Changed... or it fluctuates over time. Sometimes it seems to interrupt the session. Sometimes the session can continue and the text that I typed ( that I want to remove) gets removed. Can we settle on just clearing the text and not interrupting the session in any way? The Escape key is for when you want to interrupt the session, isn't it?
