Auto-promote a session to the top of the pinned list after dwelling in it (~15s)

pinning by hand doesn't scale for me, i run a lot of sessions across several repos and the pinned section just turns into a second long list i have to read.

what i want: when i click into a session and actually stay there, say 15 seconds, promote it to the top of the pinned list on its own. dwell is the signal, not the click — clicking through sessions looking for one shouldn't reorder anything, staying put means i'm working there.

rough shape:

  • threshold in settings.json, default ~15s, 0 = off
  • counts focused/foreground time only
  • promotes within pinned, doesn't pin an unpinned session (or that's a separate opt-in)

why this isn't one of the existing pin issues: everything i found is manual — pin/unpin, sort direction, keeping order stable (#84368, #83780, #75511, #90145). this is the opposite, i don't want to curate an order at all, i want it to fall out of what i actually use. closest is #90757 (mcp writes for set_session_pinned), that would give an agent the ability but still nobody the trigger — there's no focus or dwell event exposed anywhere, hooks are all agent-side (PreToolUse/PostToolUse/SessionStart/SessionEnd), none of them know a human is looking at a session.

windows desktop app, but nothing here is platform specific.
