PowerShell/Bash tool calls spawn a visible, focus-stealing console window on Windows

Every time Claude Code runs a Bash or PowerShell tool call on Windows, a console window briefly pops up on screen and steals focus from whatever the user is doing (e.g. working in a browser). There's no settings.json option to suppress this (window visibility isn't exposed in the schema) — it appears to be controlled by how the CLI spawns the subprocess (missing a hidden-window flag, e.g. CREATE_NO_WINDOW / WindowStyle Hidden). Request: add a setting or default behavior to run shell tool subprocesses without a visible window on Windows.
