[Bug] Inappropriate model escalation to Opus for non-threat code review task

Bug Description
Model switched from fable to opus for a simple question about whether I should wait for a pull request to merge first before moving on to the next feature to build or not. This is ridiculous. There is no threat whatsoever with anything that I am doing. I am writing code for an AI exam generation pipeline that is going to be used by High School Kids. We are literally building out an ability to let users select the model that they wish to use to generate the exam. Our product is live on testifi.com.au. The fact that this got routed to opus is ridiculous.

I have no clue as to how the safeguards flagged the message.

So dumb.
