[FEATURE] basic needs in the web ui: claude.md, output style

Problem Statement

In the rest of the web ui for claude (regular and cowork) there are places to add global instructions to customize the default agent. It's not the case in claude-code, weirdly.

Proposed Solution

Similarly to Claude global settings and Cowork, a free text field to add a single CLAUDE.md would be nice to have. It'd be even nicer with a dedicated output style too, but just the instructions would be enough.

Alternative Solutions

Write yourself a plugin and load it in claude-code is the only way forward. I find this a bit heavy for something as stupidly basic as a CLAUDE.md
