[BUG] Claude Desktop window stays always on top on Windows

What's Wrong?

Platform: Claude Desktop (Windows)
OS: Windows 11
Claude Desktop Version: 2.1.222

Same symptom as described in issue #66516 — the main Claude window
stays on top of all other application windows, and there's no setting
to disable it. I have to minimize Claude manually to see new windows/
popups from other apps.

What Should Happen?

The Claude Desktop window should behave like a standard window and
not stay on top of other applications.

Error Messages/Logs

Steps to Reproduce

  1. Open Claude Desktop on Windows
  2. Switch to another application (e.g., browser, file explorer) and

trigger it to open a new window or popup

  1. Observe that the Claude Desktop window remains on top of the newly

opened window instead of being covered by it

  1. The only way to see the new window is to manually minimize Claude

Additional Information

This bug report is filed as a duplicate/companion to #66516, which
reports the same issue on macOS. Confirming the same behavior occurs
on Windows as well.
