[BUG] Claude Desktop window stays always on top on Windows

What's Wrong?
Platform: Claude Desktop (Windows)
OS: Windows 11
Claude Desktop Version: 2.1.222
Same symptom as described in issue #66516 — the main Claude window
stays on top of all other application windows, and there's no setting
to disable it. I have to minimize Claude manually to see new windows/
popups from other apps.
What Should Happen?
The Claude Desktop window should behave like a standard window and
not stay on top of other applications.

Steps to Reproduce
- Open Claude Desktop on Windows
- Switch to another application (e.g., browser, file explorer) and
trigger it to open a new window or popup
- Observe that the Claude Desktop window remains on top of the newly
opened window instead of being covered by it
- The only way to see the new window is to manually minimize Claude
Desktop first
