[FEATURE] Bring CLI bang(!/#) syntax to VScode UI

Problem Statement

The latest native VScode UI is prettier, but lacks some very basic functionality. The ability to run terminal commands directly via ! and the ability to update memory via #. Right I need to switch to another terminal emulator or use the VSCode terminal to run my commands, and that kind of defeats the purpose. Similarly, I need to open the user level CLAUDE.md in an editor just to edit memory. That kind of defeats the purpose.

Proposed Solution

Just add the CLI like functionality bang syntax to the VScode UI.
