[Bug] Safety flagging triggers unnecessarily on benign codebase questions

Bug Description
I do not understand why asking benign questions about my codebase would trigger Fable to flag my prompt as potentially dangerous and fallback to Opus 4.8. I cannot see any aspect of my prompt that is remotely close to harmful in anyway.
