[BUG] Monitor tool not available if DISABLE_TELEMETRY or CLAUDE_CODE_DISABLE_NONESSENTIAL_TRAFFIC is set

What's Wrong?

The built-in Monitor tool will not be available if anything sets either the DISABLE_TELEMETRY or CLAUDE_CODE_DISABLE_NONESSENTIAL_TRAFFIC settings.

What Should Happen?

The Monitor tool should not disappear based on these unrelated settings.
