[Bug] Anthropic API Error: Tool Use Blocked Without Context on Approved CVP

Bug Description
once again we're being blocked for a legitimate tool using agents and attempting to build an integration into a sanctioned network test with ROE. Flagged with no context, completely blocking months of work on top of the fact that we actually have an approved CVP.
