[Bug] Claude Code triggers safeguard flags on legitimate gcloud authentication

Bug Description
come on reauthing to gcloud causes a safeguard flag? What are you guys doing? Whats the point of fable if we cant even use it for the most basic things. I understand guardrails but wow. Everything I do is legit look at my logs. I should never be gated and yet I cant even run a single command without some flag. I understand the government intervention and how crazy that is but in order to use a top model we have to turn to china? How weird is that? Anyhow good luck lifting these gates sooner rather than later because it sucks.
