Bug Description
When using CLAUDE_CODE_DISABLE_BACKGROUND_TASKS=1 and CLAUDE_CODE_EXPERIMENTAL_AGENT_TEAMS=0, you cannot resume a subagent. The only option is to spawn a new agent.
