[BUG] Code tab in Claude Desktop resolves models to cross-region IDs that Bedrock regional rejects

What's Wrong?

The Code tab in Claude Desktop (3P gateway mode) resolves model names to cross-region inference IDs (prefixed with global.anthropic.) before sending them to the gateway. The gateway forwards these verbatim to a regional Bedrock upstream, which rejects them with:

API Error: 400 model global.anthropic.claude-opus-4-6-v1 is not in the operator's model allowlist

This affects all models except the two date-pinned ones (claude-sonnet-4-5-20250929 and claude-haiku-4-5-20251001), which resolve to regional ARNs and work correctly.

Chat and Cowork tabs work fine with all models — only the Code tab exhibits this behavior.
