[BUG] Dispatch sidebar entry renders then unmounts within ~250ms on Windows desktop — setup impossible due to circular dependency with mobile client

<p class="font-claude-response-body break-words whitespace-normal" dir="ltr" data-sourcepos="41:1-41:188;1845-2032">The entry mounts and is then removed, presumably by a client-side response to a server-side flag or entitlement check that resolves shortly after initial paint. Setup cannot be initiated.</p>

<p class="font-claude-response-body break-words whitespace-normal" dir="ltr" data-sourcepos="67:1-67:215;3845-4059">Two other users on identical plan tier and identical desktop app version, in the same household and region, have working Dispatch. This suggests an account-scoped flag or state issue rather than a build regression.</p>

<p class="font-claude-response-body break-words whitespace-normal" dir="ltr" data-sourcepos="73:1-73:225;4177-4401">The network response that fires immediately before the unmount would identify the flag driving this. If a maintainer can point to which endpoint gates the Dispatch sidebar entry, I can capture the response from this machine.</p><!--EndFragment-->
