[FEATURE] Claude Tag: wake on specific emoji reaction

Problem Statement

Claude Tag only wakes on an @-mention or hovers on a new messages.
We just want to point Claude at a message without tagging it.
Let a channel wake Claude by reacting with a chosen emoji instead and trigger Access bundle instructions.

Proposed Solution

In the Access bundle instructions, specify which emoji wakes Claude and what Claude should do when a message gets that reaction.
Then reacting to any message with that emoji wakes Claude and runs the instruction on it.
