[Feature Request] Effort level setting should not interrupt agent autonomy or require additional input

Bug Description
[Speech] Setting the effort level shouldn't block the agent on the next turn or bring up a picker. It stops autonomy and also prevents the agent from picking its own effort level if it's putting it into the chat picker. It's just really annoying basically if I send a message with an effort level. I need to then send the next message and make sure that the loop continues running because otherwise it stalls. They're running.

[Speech] Steps to repeat are: Agent is running, I enter /effort xhigh, and an ask question dialog box comes up which requires human input and is difficult for an agent to programmatically use. And then the turn has now stopped and I need to continue the agent moving on instead of it continuing with what it was doing on a higher effort level or lower effort level.
